Plot
Ozzy, a Beagle, lives with the Martins and his best friend, Paula. When the family receives an invitation to a Comic Festival in Japan, quarantine regulations prevent them from bringing Ozzy along. With no help from relatives, they see a television advertisement for Blue Creek, a dog hotel for pets whose owners are travelling.
The family takes Ozzy to Blue Creek, where Mr Robbins points out the hotel's many comforts. Impressed, Susan and Ted decide to leave Ozzy in his care. After they leave, Mr Robbins and his assistant, Dominic, secretly transport Ozzy and the other dogs to the real Blue Creek, a dog prison. Ozzy tries to escape, but is caught and brought to Grunt, the St. Bernard warden. Ignoring Ozzy's protests, Grunt removes his collar and assigns him the number 463. Ozzy shares a cell with Fronky, a near-sighted Dachshund, who explains that the dogs were left here by their owners. Still, Ozzy hopes his owners will return. Fronky shares his escape plan and invites Ozzy to join it.
While sorting painted toy saucers, Ozzy accidentally creates a mess on the conveyor belt. The other prisoners punish him by shoving him into a washing machine. Feeling left out, he befriends Fronky. That soon leads to friendships with elderly Fox Terrier Chester, who delivers comics, and mute Sheepdog Doc. Chester opens up to Ozzy about being abandoned. Ozzy remains hopeful his family will come back for him, despite Chester's advice to give up.
A little dog named Radar announces day six, celebrating the release of Vito, the inmates’ tiny black-and-white Chihuahua leader. When Vito attacks Ozzy for remarks about his appearance, Chief Guard Decker warns him that he will be returned to solitary confinement. Vito ominously tells Ozzy they will meet again. Later, Ozzy notices that Fronky is missing. He returns after his fifteenth failed escape attempt and shares that he was once a guide dog for a blind man named Bob. Radar informs Ozzy that Vito wishes to meet with him. Following a race against Flash, Vito offers Ozzy the chance to become his runner. Ozzy requests 24 hours to consider it.
The next day, Fronky, Chester, and Doc warn Ozzy against entering the races, worried it will lead to trouble. Despite Vito’s threats, Ozzy refuses to compete or intentionally lose for him. When Grunt volunteered to race in Ozzy’s place and deliberately lose to ensure Vito’s victory, Ozzy turned him down. As Vito and Grunt escalate their harassment, Ozzy’s friends are punished for supporting him. Disheartened after Decker insists that no one was coming for him, Ozzy resolves to make things right. Upon the Martins’ return, Mr Robbins falsely claims Ozzy had died, leaving the family devastated.
For their escape plan, the group decides to hide in boxes of toy saucers to sneak onto a delivery truck. First, they need to acquire a blueprint from the warden’s office. Chester reluctantly agrees to help when Fronky threatens to destroy his comics. While Grunt is gone, Ozzy, Chester, and Doc slip in to grab the blueprint. Doc comes across photos of himself with his owner, Mike, and Ozzy comforts him, promising they’ll be together again. They escape through a window just as Grunt suddenly returns. Ozzy then trains for the race that Vito has made a deal with Grunt about. If Ozzy wins, the prisoners get better food. If he loses, they'll face harsh conditions. On race day, Chester warns of severe consequences for escaping, and Ozzy, worried about the collective punishment, considers abandoning the escape to focus on winning.
At the racetrack, where they face the prison guards’ champion, Jock, Ozzy vanishes when the lights are cut before the finish line. Vito orders his henchmen to find him, only to discover the exits are locked. Ozzy escapes with his friends, including a restrained Chester, through the ventilation system and hides in a delivery truck. Just as they are about to flee, Decker recaptures them, and Chester’s confession of leaving an oil stain worsens matters. Fronky, Chester, and Doc are then placed in solitary confinement. When Grunt confronts Ozzy, he retaliates by locking Grunt out and reveals that the race was rigged. Ozzy then restores the prisoners' memories by tossing their collars out, prompting the dogs to unite, overpower the guards, and capture Mr Robbins. Ozzy rescues Fronky and Chester. When attempting to rescue Doc, Decker attacks him, but with Fronky’s help, Ozzy defeats him and frees Doc, while Vito, also known as Sugar, defeats Grunt and opens the gate for everyone to escape.
Once home, Ozzy reunites Fronky and Doc with their families, while Chester, initially alone, is later adopted by the Martins, who find Ozzy alive. Mr Robbins faces 20 years in prison for animal cruelty, and all the prison dogs are reunited with their families. Ozzy learns to face his fears and stands up to the neighbourhood paperboy.
